We welcome the Commission’s proposal to establish leadmarkets for low-carbon materials through the introduction of requirements for energy-intensive products. However, the current approach, limited to public procurement quotas set at 25% for steel and aluminium and 5% for concrete, remains insufficient in both scope and ambition.
To create demand at scale and de-risk investment in low-carbon industry, we call on co-legislators to strengthen the IAA’s lead market provisions by:
- introducing progressively increasing quotas for low-carbon materials in public procurement
- ensuring robust and credible definitions of ‘low-carbon’ materials
- expanding lead market measures beyond public procurement
